In India, ISBNs are allotted by the Raja Rammohun Roy National Agency for ISBN (RRRNA), which functions under the Ministry of Education, Government of India, through the official portal isbn.gov.in.

This includes self-publishing authors, publishing houses (large, small and independent), universities and educational institutions, and government and other organisations that publish their own books, journals or conference proceedings.

While an ISBN is not legally mandatory to write or print a book in India, it is practically required for commercial publishing. Most bookstores, libraries, distributors and online marketplaces such as Amazon and Flipkart need an ISBN to list and stock a title. A separate ISBN is required for each distinct edition and format of a title – for example, the paperback, hardcover and e-book versions of the same book each receive their own ISBN.

A key point for Indian applicants is that ISBNs are issued free of cost by the RRRNA; the Government does not charge a fee for allotment.
