• The MSE applies online and lists the specific stores (products) or services it can supply.
• NSIC verifies the enterprise's competence, capacity, and credentials, generally through a technical inspection carried out by an empanelled inspecting agency.
• On approval, NSIC issues an SPRS certificate that records the monetary limit and the list of items the unit is competent to supply.
• Central Government Ministries, Departments, and PSUs are required to set an annual procurement goal of a minimum of 25% of their total annual purchases from MSEs, and registered units compete for these orders with the prescribed exemptions and preferences.

The registration is reviewed and renewed every two years.

Before granting registration, NSIC assesses whether the enterprise has the technical capability and capacity to actually manufacture or supply the items it has applied for. This is verified through a technical inspection conducted by an independent inspecting agency.

The assessment typically considers:

• Plant and machinery available at the unit and its production capacity

• Quality control and testing facilities, whether in-house or arranged through an outside laboratory
